COMMITTEE SUBSTITUTE FOR
HOUSE CONCURRENT RESOLUTION NO. 34

Tomblin, Azinger, Cann, Hunt, Clements, Seacrist and G. White)

Requesting the Committees on Banking and Insurance to meet between
the regular sessions of the Legislature.
Whereas, The House of Delegates and the Senate have by rule
created standing committees, including the Committees on Banking
and Insurance; and
Whereas, The House of Delegates and Senate Committees on
Banking and Insurance have been and will be in the future subjected
to the review, study, analysis and resolution of various issues in
response to federal legislation and current trends in both the
banking and insurance industries; and
Whereas, The Committees on Banking and Insurance are unable to
fully respond to these issues through legislation presented to the
Committees during regular sessions of the Legislature; and
Whereas, It is appropriate to authorize the House of Delegates
and Senate Committees on Banking and Insurance to sit between
regular sessions; therefore, be it
Resolved by the Legislature of West Virginia:
That the House of Delegates Committee on Banking and
Insurance, created by Rule 77 of the Rules of the House of
Delegates, be and it is hereby directed to meet between the regular
sessions of the Legislature at such times and places as the Speaker
of the House of Delegates shall direct; and, be it
Further Resolved, That the Senate Committee on Banking and
Insurance, created by Rule 27 of the Rules of the Senate, be and it
is hereby directed to meet between the regular sessions of the
Legislature at such times and places as the President of the Senate
shall direct; and, be it
Further Resolved, That in accordance with subsection (a),
section one, article one, chapter four of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, the
Clerk of the House of Delegates and the Clerk of the Senate are
hereby authorized to draw requisitions upon the Auditor for travel
expenses of members of the House of Delegates and Senate serving on
such committees or subcommittees as authorized, from time to time,
by the Committee on Rules and for the payment of staff, as
directed, from time to time, by the Speaker or the President; and,
be it
Further Resolved, That the authority of this resolution shall
be in addition to the authority for meetings of joint standing
committees or joint subcommittees thereof under the supervision of
the Joint Committee on Government and Finance, pursuant to subsections (b) and (c), section one, article one, chapter four of
the code of West Virginia, one thousand nine hundred thirty-one, as
amended.
